Chip Bayless
Chairman
Chip Bayless is Critical Minerals Refining’s Strategic Planning executive. Chip has extensive mining experience in diverse locations from Congo (DRC) to Mexico. Mr. Bayless has provided operational planning and oversight for multi-billion-dollar projects in the private sector.
Mr. Bayless Is an accomplished business professional with over 25 years of experience in senior management positions, focusing on strategy, policy, and program development. He has a proven track record in delivering results in high-pressure environments through creative problem-solving, operational excellence, and effective team building.
He’s the co-founder of a high-grade critical minerals mine, which is worth over $70 billion.
He has been a senior advisor to several African leaders and US officials, such as the Former National Security Advisor to the President of the United States, General James L. Jones.
DR. HYACINTHE K NDRI

Dr. Hyacinthe K. Ndri, a native of Côte d’Ivoire in West Africa, developed a passion for the medical field at a young age, inspired by his older brother, who was completing medical school. After finishing high school, Dr. Ndri pursued undergraduate studies in Business Administration at the University of Abidjan in Côte d’Ivoire. However, his true calling led him to Dallas, Texas, where he embarked on his lifelong dream of working in medicine.
In the early 1990s, Dr. Ndri enrolled at the University of Texas in Dallas to study pre-pharmacy. Following this, he relocated to Houston, Texas, to pursue a degree in Pharmacy, ultimately earning his doctorate at Texas Southern University. With over 20 years of experience in the pharmacy industry, Dr. Ndri’s entrepreneurial spirit led him to venture into entrepreneurship in 2005 by establishing his successful pharmacy, a testament to his drive and ambition.
In addition to his achievements in the pharmacy field, Dr. Ndri has also engaged in various business ventures, including commodities trading, social housing, and land development in Côte d’Ivoire. Recognizing his contributions and connections within the business and political sectors, Dr. Ndri was appointed as the Honorary Consul of Côte d’Ivoire in Dallas, Texas, in July 2015.
As the Honorary Consul, Dr. Ndri is not just a figurehead but an active participant in conferences and events. His engagement expands his network and establishes valuable connections with accomplished entrepreneurs, businesswomen, businessmen, and politicians. This active involvement underscores his commitment to his role and dedication to fostering community relationships.
James R. Parker, M.D.

Dr. James R. Parker, M.D. serves as a Member of the Board of Directors for Critical Minerals Refining, Inc.
James R. Parker, M.D., is a board-certified orthopedic surgeon practicing in Amarillo, Texas, with extensive experience in regenerative medicine, sports medicine, and joint replacement. Dr. Parker completed a general surgery internship (1996–1997) and an orthopedic residency (1997–2001) at The University of Texas Health Science Center in Houston. He holds a Texas medical license (K7858) and maintains active hospital affiliations with Baptist St. Anthony’s Hospital, Physicians Surgical Hospital, Northwest Texas Hospital, and the Surgery Center on Soncy.
Since 2008 Dr. Parker has served patients at 7000 West 9th Ave in Amarillo and previously practiced at 3501 Soncy, Suite 129 (2006–2008). He has been the team physician for West Texas A&M University and Eastern New Mexico University athletics since 2008 and has provided team coverage for FC Amarillo Bombers as well as local and rural high school and middle school athletics across the Texas Panhandle.
Dr. Parker is a committed educator and mentor, working with Texas Tech Health Science Center medical students and surgical residents and mentoring AACAL students through AISD. He is active in global volunteer work, traveling two to three times annually since 2013 to Guatemala to participate in orthopedic clinics and surgical missions.
He serves on the Unknown Nations Board of Directors (2023–present) and has been a member of the Physician’s Surgical Hospital Clinical Operations Committee (2013, 2023–2024). His professional memberships include the American Medical Association, Texas Medical Association, American Academy of Orthopaedic Surgeons, Texas Orthopaedic Association, Texas Society of Sports Medicine, and Potter-Randall County Medical Society.
Dr. Parker’s research and scholarly contributions include publications and presentations on compartment syndrome, tibial plateau fractures, pediatric tendon transfer techniques, anesthesia comparisons in total hip replacement, and basic science work from his student research. He has presented at national meetings, including the American Pediatric Association, AAOS, and the Texas Orthopaedic Association. He completed ABOS maintenance of certification in June 2014.
A recipient of the Outstanding Resident Clinical Instructor award from the University of Texas, Houston Medical School Class of 1998 and an Eagle Scout, Dr. Parker continues professional development through advanced courses and lectures in shoulder arthroplasty, foot and ankle sports injuries, fracture management, Ilizarov techniques, minimally invasive hip arthroplasty, and annual hip and knee courses.
Outside of medicine, Dr. Parker enjoys traveling, playing soccer, reading, and spending time with his family – wife Morgan, daughters Natalie and Evie, and sons Knox, Jagger, and Lane.
Rob Yoder

Robert Yoder has a remarkable career spanning over 20 years in the heavy equipment and mining industry. His expertise extends across multiple countries, including Australia, Mexico, Africa, and Dubai. Throughout his career, Robert has successfully sold millions of dollars’ worth of mining tires per annum, catering to markets in Mexico, South America, Australia, India, and Africa. His extensive experience in the mining sector has equipped him with the knowledge and skills required to navigate complex projects.
In addition to these achievements, Robert Yoder has taken on leadership roles in purchasing and developing mining projects. He was pivotal in acquiring several mining projects for one of his companies, overseeing the entire process from purchase to commissioning. Through his expertise in business development, strategy, and team leadership, he completed negotiations, exploration, and drilling to permitting and final development. Robert has successfully brought these projects to fruition, establishing proven reserves and ensuring their readiness for production. His ability to work effectively in foreign and hostile environments demonstrates his adaptability and resilience in challenging circumstances.
Robert Yoder’s language skills are a valuable asset to his professional repertoire. Fluent in three languages, he possesses excellent communication skills that enable him to connect with diverse stakeholders and facilitate successful business interactions. Robert’s dedication and determination are evident in his track record. He is committed to completing projects, exemplifying his unwavering focus and tenacity.
Kevin Dadzie

Kevin F. Dadzie is a global business leader with over 16 years’ experience in the extractive industry leaving him with a remarkable record in structuring, establishing, and developing businesses in frontier markets as well driving business and corporate growth and expansion in established markets.
He is passionate about strategy, innovation and profitability and has over the span of his career navigated challenging environments and executed some of the most complex yet winning business strategies across local, regional, and multinational businesses.
In his previous role as Executive Director for Group Business development, he led the group through challenging times and successfully delivered partnerships, mergers and acquisitions in the Oil & Gas sector, electricity & power, telecommunication with focus on LTE technology, renewables with focus on making off-grid electricity accessible to the mass market through modular solar products, investment in commercial and residential real estate as part of portfolio diversification and agro- farming.
He has served on the boards of a many high performing companies notable among them are EDF (France), Veolia (France), Shell/Vivo, Vitol, Base Energy Exploration etc. He also serves on the board of Zilfin Farms Ltd, a company he established out of his passion for farming with a grand vision to deliver fresh produce for local and export market to play a part in the efforts of ensuring food security.
Kevin currently heads BP’s Refining, Products, Supply and Trading business in Ghana where as part of Bp sub-Saharan African strategy drives origination and marketing of the delivery of resilient hydro-carbons to the different markets in the region. He has helped establish bp as a reliable market leader and partner to the market.
Kevin has a BA. in Political Science & Philosophy from University of Ghana, an MBA in International Oil and Gas Management from University of Dundee, Scotland, and a Post-Graduate Diploma in Strategy and Innovation from Said Business School, University of Oxford, UK.
Matt Bobo

Mike Bobo serves as Legal Counsel for Critical Minerals Refining, Inc. bringing decades of litigation, regulatory, and courtroom experience to the organization. A graduate of Texas A&M University (B.S., 1994) and Vermont Law School (J.D., 1998), Bobo is admitted to practice before all Texas state courts, the Texas Supreme Court, the Supreme Court of the United States, the U.S. Courts of Appeals for the Fifth and Third Circuits, and numerous federal district courts across the country. Bobo is a member of the State Bar of Texas, Texas Trial Lawyers Association, Southern Trial Lawyers Association, Tarrant County Bar Association, and the American Association for Justice, and holds an AV Preeminent rating from Martindale-Hubbell, the organization’s highest distinction for legal ability, ethics, and professional excellence.
A ninth-generation Texan, Bobo’s family history traces back to one of the earliest settlers who arrived in Texas in 1835 and helped shape the young Republic. An ancestor served in the Army of the Republic of Texas and helped operate one of the famed Twin Sisters cannons at the Battle of San Jacinto, later serving in the first legislature of the State of Texas. Raised in Lubbock, Bobo brings that same spirit of grit, resilience, and determination to the practice of law—focused on delivering results, standing firm against injustice, and advocating relentlessly for clients and partners. Bobo and his wife, Tracie, have been married since 1996 and have two children, Grace and Jackson. Outside the office, Bobo enjoys cooking, golf, fishing, hunting, and following the Texas A&M Aggies, while spending time with the family’s German Shepherds—Gunner, Max, and Titan.
